A Twitter user replied "Burn him alive" to a tweet of an article about a Father raping his 10-month old child to death and had her account features temporarily limited. The comment violated Twitter's rules against abuse and harassment that say you may not engage in targeted harassment, or wish someone experiences physical harm. Restricting account features typically limits one's ability to tweet, retweet or comment on Twitter.
